粉塵爆炸風險辨識評估

1.1　企業應辨識所存在的粉塵爆炸危險場所，確定所產生粉塵的爆炸危險性，分析粉塵爆炸危險因素，評估和控制粉塵爆炸風險。

1.2　企業應建立粉塵防爆安全生產責任制，明確責任人員及責任范圍、考核標準。

1.3　企業應建立粉塵防爆安全管理制度，應至少包括：粉塵爆炸風險辨識、評估和管控制度；粉塵作業崗位安全操作規程；粉塵防爆安全教育培訓制度；粉塵清理制度；除塵系統和相關安全設備設施運行、維護及檢修管理制度；粉塵爆炸事故應急管理制度。

1.4　企業應在粉塵爆炸風險辨識的基礎上，編制崗位安全操作規程。粉塵爆炸危險場所內的工藝、設備發生變更后應及時修訂或更新崗位安全操作規程，并保存相關記錄。

1.5　企業應優先選用粉塵防爆安全監測、報警、連鎖、聯動一體化的安全設備設施，并確保正常運行。

1.6　企業應定期開展粉塵防爆安全教育及培訓，普及粉塵防爆安全知識和有關法規、標準。

1.7　企業應編制粉塵爆炸事故應急預案，并定期開展應急演練。

1.8　企業新建、改建、擴建涉及粉塵爆炸風險的工程項目，其預防和控制粉塵爆炸的安全設施應與主體工程同時設計、同時施工、同時投入生產和使用。

1.9　企業應建立粉塵防爆安全管理檔案，包含粉塵防爆安全教育培訓情況、隱患排查治理情況、安全設備的使用說明、維護保養和檢測記錄等。

Dust explosion risk identification and assessment

1.1　The enterprise shall identify the existing dust explosion hazard places, determine the explosion hazard of the generated dust, analyze the risk factors of dust explosion, and evaluate and control the risk of dust explosion.

1.2 　Enterprises should establish a dust and explosion-proof safety production responsibility system, clarify the responsible personnel, the scope of responsibility, and assessment standards. 1.3 　The enterprise shall establish a dust explosion safety management system, which shall at least include: dust explosion risk identification, assessment and control system; dust operation post safety operation rules; dust explosion safety education and training system; dust cleaning system; dust removal system and related safety equipment and facilities operation , Maintenance and overhaul management system; emergency management system for dust explosion accidents.

1.4 　The enterprise shall prepare safety operating procedures for the post on the basis of the identification of dust explosion risk. After the process and equipment in the dust explosion hazardous area are changed, the post safety operation rules should be revised or updated in time, and relevant records should be kept.

1.5　Enterprises should give priority to the use of safety equipment and facilities that integrate dust explosion-proof safety monitoring, alarm, interlocking, and linkage, and ensure normal operation. 1.6　Enterprises should regularly carry out dust explosion safety education and training, and popularize dust explosion safety knowledge and relevant regulations and standards.

1.7　Enterprises should prepare emergency plans for dust explosion accidents and carry out emergency drills on a regular basis.

1.8 　 For projects involving dust explosion risks in new construction, reconstruction and expansion of enterprises, the safety facilities for preventing and controlling dust explosions shall be designed, constructed, and put into production and use at the same time as the main project.

1.9　Enterprises should establish dust and explosion-proof safety management files, including dust and explosion-proof safety education and training, hidden danger investigation and management, safety equipment use instructions, maintenance and inspection records, etc.
